Only active powers will inflict them. LockedOn gives you a 20% chance of scoring a 0% dodge (total hit). Being shaken gives you a 20% chance of completely missing (100% dodge). Have both? They cancel out."

[Update] Nuku says, "When searching, your points of the driven combat skill now discount how much patrol energy you use when you do so. It takes 5% less per point. This is percentage based, so mega fights will save more energy appropriately."
